The Usage composite in the ConsumerEngagementAnomalyResponse is intended to allow the sender of the response message to inform the sender of the original ConsumerEngagementAnomalyReport about their own findings with respect to the reported apparent anomaly/ies. It is not intended to inform the sender of the original anomaly report about what the sender of the response considers the usage data should have been if the apparent anomaly were to be removed.
